okustera_ai_oci_artifact (Resource)

The okustera_ai_oci_artifact resource packages fine-tuned LoRA adapters or custom SafeTensors weights as OCI ModelKit artifacts in Phase 7 Artifact Keeper and extracts them to read-only CephFS for zero-copy KubeRay vLLM serving.
